Deprecate maintainer mailing lists #194

Description

At the 2022-12-15 TC meeting it was decided to deprecate the maintainer mailing lists.

Motivation

These mailing lists are rarely used and mostly create administrative hurdles since the TC isn't necessarily the owner of them, so it becomes hard to govern them.

Exemplification

N/A

Benefits

Fewer chores, lower risk of ending up with a mailing list that we can't hand over to a new maintainer (if the original maintainer isn't able to help us).

Possible Drawbacks

Unclear. I guess there's a point in having a mailing list to contact maintainers, and we'd lose that.

Drawback: If the maintainers don't have notifications set up in a good way they will not see if we contact them by just mentioning them / their team. And if they don't have public email addresses on their GitHub profiles we'll have no way to contact them at all. But on the Google groups there is also an option to opt-out from getting emails sent to the group...
