Note non-backwards compatible changes in release notes #314

Description

It's not very easy today to see if there is a non-backwards compatible change introduced between two Eiffel editions/releases. It would be good to add that either to the Releases themselves and/or to the Versioning page

Motivation

Clear communication of non-backwards compatible changes to the protocol
