Update versioning docs in eiffel repo to cover for ultra strict version stepping #382

Description

From notes in Eiffel TC on Aug 17 2023: When should we step versions of our events? As per https://github.com/eiffel-community/eiffel/pull/366#pullrequestreview-1573957182. We decided to try to be ultra strict - any change in a yaml file will result in the version stepped on the event, regardless of if it is just a spelling error or other.
