An idea to discuss - splitting theme.json into smaller chunks to make it easier to manage. Via https://github.com/ryanwelcher/theme-json-tool

This was implemented in https://github.com/eighteen73/pulsar/commit/1fc06aa73ad350fb2bdc2e35d3a8a8455145781b and needs team feedback, but at first testing appears to be a good solution.
