Publish fresh `prebuilt-tdlib` please #148

Hello and thank you for this library!

I kindly ask to publish fresh prebuilt-tdlib package. TDLib is 1.8.23 already, which has some new features that I need.

We'll probably need to automatically publish this package some day (perhaps by watching for "Update version to..." TDLib commits?).
