Multi instances of Matrix on the same environnement #211

Modify the infrastructure to be able to have several instances of Matrix on the same environment, that can be reach each one on a separate URL. Ex in production : matrix1.eimis.beta.gouv.fr, matrix2.eimis.beta.gouv.fr

Tasks list:

[ ] several PG databases
[ ] several synapse and element helm charts
[ ] several bridges
[ ] monitoring adaptation
[ ] ....

Maybe we could avoid multiplying instances keeping in mind that all users from various experiments would have accounts on the same homeserver.
