Video mode forcing doesn't work correctly since ages! #662

I'm sorry for opening a new issue, but I don't see the point why opening issues 
has been prohibited, especially if no reason has been given. If this issue gets 
deleted, fine, then I'll open a thread on the wiibrew forums though I dont know 
if I get support there since talking about roms is prohibited. If you know a 
place, where we can freely discuss snes9x gx (forum), please tell me.

I have discovered a serious issue regarding video mode forcing. I am from 
Europa and therefore my games are PAL50 only. However with an emulator, they 
are playable with PAL60, but Snes9x GX doesn't handle the video mode changing 
correctly.

PAL games are running ALWAYS with 50 FPS regardless of the current video mode. 
If I load a rom and change the video mode to PAL60, the Wii gives out a PAL60 
video signal, BUT the game nonetheless runs with 50FPS. I tested it first with 
the windows version of Snes 9x enabling the display option for the framerate. 
However if I execute Snes 9x via command line with the -ntsc option

snes9x.exe -ntsc rom.smc

all my PAL50 games run with 60FPS. The Wii version of Snes9x GX doesn't have 
the option of changing the startup video mode. Any specific reason for that?

Nonetheless I discovered a little trick how to speed up the actual games 
themselfes. When a game is running, the framerate increases to 60FPS when 
switching first to PAL50 and then either to NTSC or PAL60. However this messes 
up the sound, which is not the case with the original snes9x. Meaning the Wii 
version needs a bit tweaking with its source.

I would greatly appreciate it, if the issue can be fixed. Oh, and can you 
please add showing the framerate? Thank you in advance.

What about suggestions? Why are those closed? All I was gonna ask is, every 
time you make a savestate, it defaults the cursor above "create new SRAM", 
making it easy to inadvertently create a new SRAM file. What I was gonna 
suggest is once you make a savestate, the icon should be hi-lighted on the save 
after overwriting it, (the hi light should remain on the save created and not 
reset to the "make new SRAM" button). In other words, the cursor should not 
reset, but remain on the save in question.
