Move needed code from /src4 to /src5/static and its subdirs as needed to build the existing v1.88B functionality built with Qt5 as v1.200A

Let's plan on Windows only for this milestone. We have pre-built OpenCV 2.2 for Haar detection on Windows, but not for *nix.
