Qt5 Dynamic Build

Split ./src/static into ./src/lib & ./src/app codebase for existing v1.200 functionality as v2.003 with the libraries linked dynamically and as plugins.

Promote to version 2.003A and to master branch when completed. Then transfer to EIRC2 and INDI2 repos for further development. At that point, the following development bases will be available:

• INDI1 @develop /src4/static - v1.89A ready for urgent feature development

• INDI1 @develop /src4/static - v1.88+0 ready for urgent hotfix release

• INDI1 @master ./src4/static - 'Official' v1.88 static build final release

• INDI2 @develop ./src/libs/plugins - v2.000A 'secret sauce' plugin development

• EIRC2 @develop ./src/libs - v2.000A non proprietary and 'secret' plugin sockets

• EIRC2 @develop ./src/apps/console - v2.000A cloud executables without any secrets

In the Static Qt5 SDK1 build, we concentrated on Windows since we did not have pre-build OpenCV 2.2 for nix. For this build, let's try to build OpenCV 2.2, 2.9, and 3.x built from source for both Windows and nix. Future projects will move these efforts into object detection observations and detector object voting plugins along with EclipseIR's own object detectors.
