Bower fails with mvn release:perform

What is the current behavior?

Using Bower and the Frontend plugin fails during release:perform

If the current behavior is a bug, please provide the steps to reproduce.

• Step 1 - checkout https://github.com/webjars/wejbars-polymer-elements-all
• Step 2 - invoke "mvn release:prepare release:perform"
• Step 3 - you obtain a build failure because npm is looking for bower at ./target/checkout/node_modules/bower/bin/bower

What is the expected behavior?

• Bower should be located correctly, even during the release step under (target/checkout)

Please mention your frontend-maven-plugin and operating system version.

• plugin v 1.13
• reproducible on Mac OSX and Linux CentOS 7
