unable add a torrent file from local disk

What steps will reproduce the problem?
1.add torrent from local disk
2.
3.

What is the expected output? What do you see instead?

when i add a new torrent file which the name contain Chinese char or Japanese 
char then it will fail to add. no error message. English file name is working 
fine.

What environment are you using?
1. My ruTorrent version is...
v 3.5
2. My rTorrent version is...
v 2.86
3. I use web-server... it version is... on OS...
4. I use browser... it version is... on OS...

Are some errors present in the web-server log?

i tested,it's no related torrent file name because i changed  the file to all 
english,still fail again.

This can't be true. Anyway, try to configure your web-server by the proper way.
