Good point! But does one of our CI builds pull the latest from PyPI? (for example the "Test with dev dependencies")--that would be sufficient to pull in the latest non-pinned sphinx?

You don't build docs in CI and that requirement category does not affect release. It's just for docs rendering from RST to HTML (and whatever format you enabled on RTD).
As for the nodejs warning, that's being handled by the other PR with labeler rule update.
