This is an alpha version of the 4.0 release for testing only. It will not be reviewed or merged.

However, comments are welcome, especially feedback on bugs or issues (or successes!) with this applied set of PRs that are tentatively targeted for v4.0

Please be aware that this testing PR may be updated by a force push.

Now includes master as of fa9d412778d4c627a8d911cb9da86634bfa4ee47, and includes #984, #1015 and #1017.

This is what is tentatively slated for release 4.0
