The SHACL describing the base dcat:Resource class has been updated with two changes:
1) previously, logo was associated with the Publisher. However, the publisher and the resource they publish may not have the same logo, so we are associating it with the Resource (base) class. This also allows people to associate the logo with whatever level they need to (catalog, dataset, distribution, service, registry, biobank...)
2) VPQueryable didn't really describe the functionality that was being exposed, so we decided to use VPContentDiscovery as the tag that indicates a Level2 connection.
