Cookies for notifications are saved twice.

If it is a bug name steps to reproduce

Steps to reproduce the behavior:

  1. Open the resource discovery page without clicking on the "Accept" button for both notifications
  2. Refresh the page
  3. See the cookies saved twice

Prevent saving the cookies twice.
