Add monitoring queries #41

Describe your problem.

From en end-user perspective, there is no posiibility to check the current connection of resources

Describe the solution you'd like

Predefined queries can be defined and send in a given intervall to resources and depending on the result the connection of the reepective resources can be displayed on the "VP Network Resources" page

Additional context

Needed to be discussed further and get approved by pillar 2 leaders

I am very much in favour for such a feature (and I also think FAIR data point have some built-in support for this?) - we also discussed this 2 years ago that it would be favourable to have such a feature.

The question is: is this something for 1.5 or to be followed up next march in 1.6?
