Implement initial Ticketing System

Implement the initial version of a ticketing system.

The initial ticketing system needs to:

• [ ] Be team based (A user can be part of a team, tickets are assigned to teams)
• [ ] Be backed by a database
• [ ] Open an ephemeral channel for ticket discussion in the teams discord
• [ ] Create tickets from command and reaction
