Document our use of Vagrant/Ansible #747

I've started documenting our setup at Ansible and Vagrant Setup and Configuration - Google Docs. Expand and clean up this documentation, especially as we work on Omnibus PR for our consideration 2019.10.04 by rdhyee · Pull Request #746 · ekansa/open-context-py

Hello is it possible to read the documentation or is it only for internal purposes? Since Open Context is relatively complicated to install, I welcome the variant via Vagrant. But since Vagrant is new to me I haven't managed to get it running yet. Is there a plan to make a version that is only for local development? I think by having a simpler setup maybe more developers might be interested?

I get the following error message: PLAY [opencontext setup] ******************************************************* ERROR! Attempting to decrypt but no vault secrets found Ansible failed to complete successfully. Any error output should be visible above. Please fix these errors and try again.

I think it has to do with Ansible Vault?
