Streamline publishing #125

Publishing changes

Use dynamic versioning
Rewrite publishing instructions (much simpler and easier process with poetry + dynamic versioning)

Development changes

Switch development version from 3.8 -> 3.12

Versioning

Dropping support for 3.8
Adding support for 3.12
- Required dropping pprofile
Defined maximally permissive lower bound pins on all dependencies

CI

Unit tests have been extended to a test matrix that includes linux, macos, and windows over the upper and low bounds of supported python versions
