[Request] Encode speed option #161

Description

Since the vp8,cp9,h264 and h264-nvenc encoders have speed slottings ranging from very fast to slowest/placebo exposing those options to the user would be nice especially with nvenc's new p1-p7 encode presets.

I would appreciate this. I often watch videos in 1.2x but I only need the encoding speed at 1x.
