See what the largest size tags you can find and buy some.

Seems 1 MByte is the largest. That means one tag can fit a lot of semi-long keys. https://nfc-tools.github.io/resources/nfc-tags/type-3/

Then this is repeated until you have enough OTPs on each phone.
