Different options for fuel generation #50

Describe the feature you'd like to see An option at game setup to toggle fuel generation between "starbases generate infinite fuel" (current behavior), "fuel can be mined from planets like a resource" (old versions of Stars!), and "both".

Benefits More options are fun!

Describe alternatives Could make it two checkboxes and prevent the game from being started if both are unchecked...

or a hybrid? fuel is a mined resource, but Starbases auto-distribute to ships?

I like the idea of having a fuel production stat, but it'd need to be something you can increase.
