Niv/delete unused #55

This PR is meant to delete all unused and unnecessary files from the protocol. This branch will by used as legacy code to methods inplemented on these contracts.

Main changes:

  1. Dispatcher - removed interface and tests
  2. Teller - removed interface and tests
  3. Vault - removed interface and tests
  4. scripts folder - removed
  5. temp fodler- removed
  6. Gauge stuff - removed
  7. libraries folder - removed

I also took the liberty and implemented the USDC minting capabilities, so now we can mint USDC without having to rely on a user.
