Add in treasury code (used convex treasury) #89

Primary Goals of PR

Adds a basic treasury contract to the repo. Taken from convex. No need to write tests for now because the contracts are live on chain. we can in the future when we are close to launch, just to be double certain. Core changes:

I have no clue why slither CI is failing, its a bit odd, seems foundry install is failing, some remote problem, nothing I introduced should have broke it

It's failing on https://github.com/foundry-rs/foundry/issues/3827, I tried to play around with the workflow but couldn't figure it out. moving on to more important things, we can fix this later, or foundry team will fix it themselves
