feat(resource): add polly lexicon resource support #339

Implements https://github.com/rebuy-de/aws-nuke/pull/1045/commits

This takes the upstream commits and cherry-picks them in, then performs a squash commit and reword to conventional commits. Finally the resource is converted to the libnuke resource standard format.
