Announcement section on main dashboard #50

Add a blog styled announcement section under the navigation section on the main dashboard. Admin can add new updates for example, semester transcript for DVM is added.

Use a text formatter, something like what Wordpress have.

On the main dashboard, shows the announcement preview not the entire announcement. Title, date and time, posted by who and the snippet of the announcement (the first 20 words or so).
