Add ChaCha publication date to first page #5

Bitte auf die erste Seite noch etwas mehr Infos angeben -- bspw. wann das Verfahren publiziert wurde und welche Variante (ChaCha oder Salsa) visualisiert wird und in welchem Bezug die beiden stehen.

This is the current text on the first page:

When ChaCha was published is not included yet. But that it's related to Salsa, is. Not sure if I tackled this issue already and just forgot to mention the publication date. Will keep this issue open and add publication date.
