Limit by clan #21

Hi, i think it would be interesting add a limit by clan and ok the blocks just for the leader.

For example : a new clan can has 3 plots, currently it's impossible, we can just tell a number of block by player. And for avoid the mess only leader can pose this block.

I don't know if I explain well so ask me if you have questions. =)

We have just added permissions limit per field.
