Few language updates #95

Closes #92 See lifecycle announcement for details.

Also updates to newer C# language features. No BACnet logic changes were made in the PR.

@shaggygi let me fix TeamCity build here. Maybe next year we could setup some public/free CI so that we are not dependent on my company infrastructure.
