Do the logs provide anything? This will likely need to be reported to HACS to see if someone there can identify what's going on.
It won't provide an answer but you can always manually copy the files from the latest BI NVR release.
Sorry about the delay, but the logs don't provide anything. And BlueIris isn't the only thing that won't update. Basically, any add-on (not theme, lovelace) won't update.
For instance, this is for my govee install, but the errors are the same. Just odd timeouts. However I can keep HACS up to date and can curl any of the end points that the logs provides as timeouts just fine.

This is not a problem with HACS but how your host communicates with GitHub
Thanks for reporting back. Will proceed to close this at it isn't specific to BlueIris NVR.
Not sure if this is the appropriate place to post, but my install (that has HACs installed) won't update the BI integration. It goes through the motions like it going to update, tells me to reboot HA and then when it comes back it just suggest BI is available to update again.
The last time BI updated was v1.0.7.
