Prescale reweighting #42

Hi Ted,

This is a big pull. Most of the changes are either small or isolated. There are a few changes to which I would like to call your attention more specifically, which I will do via annotations. The main thrust of this branch was to get trigger reweighting to work so I can relax my pt cut and not worry about losing all the prescaled triggers as I update to the bigger dataset.
