Add information for how to run locally #663

I want to run the IDE locally, so I can help contribute. I cloned the repo then went into the ./web-editor folder and opened index.html in a browser. I also did a bun install and bun run compile but I'm not entirely sure what the scripts are doing without digging through lots of code.

Would be good to add some usage instructions to the main README.md file in this repo, or add a CONTRIBUTING.md file, with some information about what the scripts do, how to install and run etc.

If you are interested in contributing, that would be great, but I would like prefer that we start with a live conversation. If you learned of Elan through CAS you can contact me there - and then we can swap emails. I have also left an email message at (what I think is) your school's 'hello' email address. I look forward to speaking to you. (But not today as I am out all day).
