Update spell-list.xml 610 #21

Add buff of 610's Tangleweed called Tangleweed Vigor per XMLfeed.

Have not added the option to detect the +AS/CS bonus due to having to match previous tangleweed AS resolution roll to know the strength of the bonus. Not exactly sure how to do that properly.

With confirmation from FFNG, seems the above should work without a hitch. Merging.
