ssl-tls-setup.md should point to location of bin/elasticsearch-certutil #826

The https://github.com/elastic/ansible-elasticsearch/blob/master/docs/ssl-tls-setup.md is nice enough to point to bin/elasticsearch-certutil command.

However, it is awkward (and not mentioned) that this command is distributed as a part of elasticsearch and not a part of the ansible-elasticsearch role.

This runs contrary to the typical use of Ansible, where Ansible is used from a lightweight control node where it should not be necessary to download elasticsearch itself.

This doc could, at the least, disclose that a distro of elasticsearch is required to run certutil.
