updatecli: use shared policy #2393

What does this PR do?

Use a shared updatecli policy. The exact configuration is used in different GitHub repositories.

I ran https://github.com/elastic/apm-agent-dotnet/actions/runs/9806146709, but specs are already up-to-date, no PRs were created as expected
