As far as I can see, all packages place PHP config files when possible (98-elastic-apm.ini and 99-elastic-apm-custom.ini).

Sometimes, this is not preferred. E.g. on shared servers on which you want to enable a module for one PHP-FPM pool only.
Using debconf selections, it should be possible to let the postinst script skip placing PHP config files.
