update meta issue template for otel

update the list of repositories for meta issues to include the otel repositories
uncheck by default the elastic APM agents as current focus is on otel.

@AlexanderWert is there anything else needed like any permission on the repositories to allow automation ?

@AlexanderWert is on PTO, so I'll merge this right now so we can test it.
