[Packaging] Beats Tester should run with specific versions rather than latest #181

Otherwise, the chances the packaging is happening when the beats-tester runs is high and therefore files might be corrupted or their sha files don't match with the binaries.

Let's think about the packaging folder structure that can allow to test every packaging correctly

https://github.com/elastic/beats/pull/22027 to use the upstream commitId when beats-tester runs on a upstream event.
