Collect etcd storage size #36609

Describe the enhancement:

in apiserver metrics it would be super useful to have etcd_db_total_size_in_bytes (apiserver_storage_db_total_size_in_bytes for k8s >= 1.26) visible in the data and dashboards

Describe a specific use case for the enhancement or feature:

having etcd run out of space can lead to whole cluster shutdown, in some cases a hardly recoverable one. Having these metrics exposed would enable setting up alerts and monitoring on the data, actively preventing problems
