[CI] Run Agentbeat integration tests on Windows 2022 #41058

Currently, we run Agentbeat integration tests only on Linux: https://github.com/elastic/beats/blob/138e43cad7eda93c1414641682056b6c88efcf1d/.buildkite/x-pack/pipeline.xpack.agentbeat.yml#L61-L95

This has led to at least one Windows-specific bug not being detected in Beats CI, which led to this revert PR: https://github.com/elastic/beats/pull/41009.

We should also run Agentbeat integration tests on Windows, specifically Windows 2022 as Elastic Agent integration tests run on this platform in CI.
