[CIS Azure] Implement Azure resources tagging

Motivation Resources without certain tags are being purged on Elastic Azure Cloud accounts. We need to follow the tagging policy to make sure that our deployed resources will not be purged. This is similar to GCP and AWS clouds. We need to make sure that this comes into effect only for deployments that are being run on top of the Elastic Azure Cloud and that the customers/users won't have that behavior.

Definition of done What needs to be completed at the end of this task

• [ ] Resources that are deployed on the Elastic Azure Cloud account have the necessary tags
• [ ] Resources deployed by customers/users outside of Elastic Azure Cloud account do not have these tags

What kind of resources are you referring to? I thought tagging is only necessary for our own cloud provider accounts.
