[SPO] Site collection documents with no ACLs #1638

Bug Description

Root site collection documents do not have ACLs, which may cause undesired users to see the connector existing sites.

Expected behavior

Should contain ACLs

Marking this as a low priority, as the impact is limited to one document per tenant, and the document in question is not particularly valuable for search anyway. But we should fix this.
