Add the following community health files in preparation of opening the repo:

CODE_OF_CONDUCT.md
CONTRIBUTING.md
SECURITY.md
SUPPORT.md

Note: The current README.md has information on running the extraction service and sending PUT requests to it. I wonder if it's worth breaking that up into smaller docs or not.
