[FR] Generate Release Docs for deprecated Rules

Problem Description

Investigation

Looking at some of our old PR where we have had deprecated rules as a sample investigation point .

• We have the appendix and the summary data populated
• The prebuilt rule reference is missing aka, this needs to be populated

In the Original Design

1. Code Line reference skips adding deprecated rules for rule details generation.
2. Hence the Builds will have missing doc links and will fail, eventually prompting us to remove those links from summary and appendix

Deprecated rule in the docs

• Can we add a note on the rule updates doc page about the rule which was deprecated and why?
• Is it possible to have a doc with all the deprecated rules for reference?
  • Or does it make sense to include it in the prebuilt rules reference?
  • What if it is a section at the end?
  • How much info should it contain? Same as normal rules? Or less?
  • How long should it stay there?

A bit offtopic: once we stop sending rule updates - add a note to the downloadable rule updates page that this version no longer receives out-of-band updates

Considered Alternatives

• Still in ideation stage of the desired solution!
