Describe the enhancement:

Today, the standalone agent supports hints based autodiscover (as of 8.14.0, it's still in beta). It'd be really useful to offer hints based autodiscover for Fleet managed agents.

Describe a specific use case for the enhancement or feature:

Hints based autodiscover allows pod annotations to tell the Agent how to harvest its logs. This empowers application owners to write and manage their own input configs while shifting the responsibility away from ES/Fleet admins.

What is the definition of done?

Fleet managed agents support hints based autodiscover, ideally how Filebeat does today.
