Describe the enhancement:

Add a new provisioner to our integration test framework, so we can create test VMs on Mac machines easily.

Describe a specific use case for the enhancement or feature:

Running integration tests locally on a Mac machine.

What is the definition of done?

We can run integration tests using UTM.
