Agent service broken message is displayed while uninstalling development agent when first agent is uninstalled. #5229

Kibana Build details:

VERSION: 8.15.0 BC4
BUILD: 76261
COMMIT: 9d62937675e62265342e86d8f0db601dc75498b8

Preconditions:

  1. 8.15.0-BC4 Kibana cloud environment should be available.

Steps to reproduce:

  1. Install agent and development agent.
  2. Now run sudo elastic-development-agent uninstall command.
  3. Observe no error for agent service broken is displayed.
  4. Now cancel the uninstallation and uninstall first agent using sudo elastic-agent uninstall command.
  5. Observe agent is uninstalled without any error now run sudo elastic-development-agent uninstall command.
  6. Observe message: Elastic Agent is installed but currently broken: service is not installed.

Expected Result: Agent service broken message should not be displayed while uninstalling development agent when first agent is uninstalled.
