[x] licences update
[x] use version catalog
[x] generate and update the NOTICE file at the project root automatically
[x] embed a copy of the Apache 2.0 and BSD 3 clause licenses in the NOTICE file
[ ] include the notice file in the built artifacts
[ ] ensure the license is updated before building snapshot/releases.

I don't think that's really needed, so for now it's probably simpler to leave it as-is unless it's strictly required.
