[system tests] Add support to deploy custom elastic-agents in VMs #829

Some integrations require different environments to run and test that are not able to be reproduced locally with docker in all systems, eg winlogbeat, some system ones, ...

@marc-gr - This capability is needed for IIS integration. Since IIS is windows platform specific integration, currently the system test cannot be executed.
