Automatic rollover criteria for ILM #112527

Description

In data stream lifecycles, rollover criteria are automatically determined based on the lifecycle of the index. It would be great if we had similar functionality within ILM, so that users wouldn't have to think about their rollover configuration.

This could be opt-in, meaning that we'd have some way of specifying rollover: auto and still allow specific configuration if desired.
